2023 Conferral Report

As part of newly implemented expanded authority by NYS, NYPA is required to conduct a conferral process to solicit input from over 45 independent stakeholders including environmental justice groups, labor unions, community organizations, city/local government entities, academic institutions, industry experts, and other state agencies. The aim of this Conferral Process was to gather opinions and suggestions on how NYPA should address the state of renewables, the development of clean energy projects, and progress on various energy initiatives to achieve NYS climate and CLCPA goals.

In partnership with NYPA, our team worked diligently in research, outreach, and coordination efforts. Ahead of meetings and interviews with the external stakeholders, we developed a pre-read document and an accompanying presentation deck to highlight NYPA’s various initiatives. Coordination with internal NYPA stakeholders was critical to receive feedback and guidance on identifying and engaging the various external stakeholders for the conferral process. An extensive outreach and engagement calendar was developed to conduct interviews and meetings. Engagement with the various stakeholders encompassed the entirety of New York State. Meetings were conducted with community justice groups from New York City such as PEAK Coalition, to upstate community organizations such as Sustainable Westchester.

Collaboration with NYPA culminated in the completed 2023 Conferral Report where key themes and narratives were identified discussing the current state of New York State’s transition to clean energy, and how NYPA will become an essential factor in driving the renewable energy change.
